A court ruled that the military's claim to 8,000 acres of Margalla Hills National Park was unlawful and so a successful, high revenue-generating restaurant was closed for months and faced major loss.

To avoid tragedies of this magnitude and becoming a victim of real estate fraud, it is important to know the technicalities of CDA and RDA approved projects and have the list of NOCs required at your fingertips. Without wasting any more time we present you a comprehensive list of NOCs Required for Project Approval in CDA's and RDA’s Jurisdiction.
 

Fard Certified:
Fard is a document that indicates proof of a property’s ownership and needs to be attested by the Patwari or Tehsildar for the property's registration.

. Shajra’s axis:

The 'Patwari' or 'Tehsildar' edits a specific map so that the property/project owners can see the actual land they control called aka Shajra.

Certificate of Unloading:

This certificate called the non-Encumbrance certificate is a necessary document used as a sign of free title or ownership.

 
 3. Pre-Plan Permission (PPP):

The letter from CDA'sand RDA’s planning wing aims to determine whether the proposed development's scale and type would be acceptable to the local planning authority.

 
 4. Site Plan:

The layout of a building or structure reveals the plan of its foundation on the ground surface according to its plans, as approved by the Architectural Directorate, CDA at the Front Office, One Window Operation, CDA.

 
 5. Approval Letter DVC:

The Design Control Commission considers proposals for building design approval. The Committee either approves or delays designs based on technical issues.

 
 6. Third-party vetting Certificates:

  • Mechanical, Electrical, and Plumbing Certificate (MEP) –

Mechanical, electrical, and plumbing components of building design and construction are discussed and analyzed.

  • Control Certificate in Structural Design –

A design certificate indicates that the building structure conforms with building regulations and may be submitted with a construction permit application. It includes A Certificate in Fire Safety and Risk Management.

 7. Approval of Access:

The Authority must approve access roads for development on key CDA and RDA avenues and riding roads. However, in the case of GT road, an approved letter needs to be issued by National Highway Authority (NHA). 

 
 8. Height certification:

To protect unobstructed zones surrounding airports and the airspace essential for air navigation, an altitude clearance certificate is issued. The Civil Aviation Authority can provide you with the certificate.

 9. Approvals for Utility Connections:

This includes the following:

- Letter of Approval for the Sui Northern Gas Pipeline (SNGPL)

- The letter has been approved by the Islamabad Electric Supply Company (IESCO).

- Letter of authorization for the Water Supply System 

 10. Pakistan Environmental Protection Agency's NOCs / Environmental Approval (EPA):

The major purpose of the environmental assessment process, which was acquired by the Pakistan Environment Protection Agency (Pak-EPA), is to inform the proposed action's potential environmental consequences.

 11. Final Certificate of Completion:

This final Certificate verifies that the building was completed in accordance with the civic authorities' rules and regulations, this certificate is obtained from the RDA and CDA.

Here's a tip! An investment property you have to pay for the privilege of owning should never be purchased from a local dealer.
